Sorry, I don't understand your workflow, especially why you want to rebuild everything in each update...

Obviously, you cannot install php81-php-pear in your buildroot until it was built...

Laptop:  Fedora 38 + rpmfusion + remi (SCL only)
x86_64 builder: Fedora 39 + rpmfusion + remi-test
aarch64 builder: RHEL 9 with EPEL
Hosting Server: CentOS 8 Stream with EPEL, rpmfusion, remi

In regards to icu73 is it used for PHP81 and PHP82 or only PHP82?

All versions, but only my choice
