Topic: Update build system to Enterprise Linux 9.1

Hi,

Given the latest PHP 8.1.13 as of yesterday.
Your build system still seems to be on Enterprise Linux 9.0.
Please update that to the latest Enterprise Linux 9.1.

I usually update build system to new version (or other important change) on a RC build
I also used to wait for most common clones to be ready
(Alma 9.1 is released, but Rocky is not)

so 8.0.27RC1 / 8.1.14RC1 (Dec 13th) should use 9.1

BTW, packages build on 9.0 work on 9.1

Laptop:  Fedora 38 + rpmfusion + remi (SCL only)
x86_64 builder: Fedora 39 + rpmfusion + remi-test
aarch64 builder: RHEL 9 with EPEL
Hosting Server: CentOS 8 Stream with EPEL, rpmfusion, remi
