Just wondering that is it possible to change it to require php-common instead of php >= 4.3.0 ?

Yes, it seems an error.

As my repo only provides a backport of fedora package (I don't maintain this one), please file a bug on https://bugzilla.redhat.com/

Laptop:  Fedora 38 + rpmfusion + remi (SCL only)
x86_64 builder: Fedora 39 + rpmfusion + remi-test
aarch64 builder: RHEL 9 with EPEL
Hosting Server: CentOS 8 Stream with EPEL, rpmfusion, remi

Despite, release -2 is already available in my repo.
